It's never explained, and since there's a fair amount of evidence to say that all this happened during the height of the Cold War, what about the USSR, and their supers?

I don’t think so. The most tempting thing would be gaming the system so I could be rich and successful. I could also be more present and kinder to some people who have since passed away.
